On Common Ground

On Common Ground: Civics and Government in Action, A New Approach to U.S. Studies and Citizenship was a part of the PBS Adult Learning Service which premiered in winter/spring 1999. The telecourse was from INTELECOM and was considered "an ideal companion to the ESL telecourse Crossroads Café" which also appeared on PBS at the same time. On Common Ground was intended for learners pursuing the study of civics, citizenship, or social studies who wanted to learn in a way other than the traditional textbook method.

According to PBS promotional material regarding the series from 1999: "The 15 half-hour On Common Ground videos are packed with thought-provoking dramas that offer viewers lively consideration of civics concepts. The backdrop for the anthology of stories that unfold in On Common Ground is the City Hall of a medium-sized city. The characters that are central to the series, like the audience for On Common Ground, are both native and foreign born-a blend of ethnicities, races, ages, and backgrounds. The dramas themselves reflect the real-life choices citizens face as they strive to maintain a civil society. They do not shy away from issues that may be 'uncomfortable,' or lack single 'right' answers. The telecourse emphasizes the rights and responsibilities of citizenship. The historical underpinnings of the nation are linked to the themes of the stories in short documentaries called 'Turning Points.' These segments, which conclude each episode, focus on a pivotal situation in the history of the United States that proved to be a turning point in the evolution of our constitutional democracy."
